FUZZY TOPSIS APPROACH IN THE SELECTION PROCESS OF R & D PROJECTS: A SAMPLE OF PRODUCTION FACTORY
Abstract
R & D projects are creative and systematic works for the creation of new products. Priority for R & D projects is important in terms of order-based or project-type manufacturing, except for long-term and strategic projects that can be considered as investment decisions. There are many algorithms and methods in determining project priorities. The use of fuzzy logic-supported methods gives more realistic and effective results in the process of making important and sensitive decisions based on personal opinions and uncertainties. In this study, all criteria and sub-criteria that can affect the decision for the selection and prioritization process of R & D projects are determined by a team of business managers and department employees. There are 5 R & D projects and 12 project evaluation criteria in the decision process. In order to determine the effect levels of the 5-person team in the decision process, a questionnaire was applied to the 2-Person Decision-Making Assessment Board (KVDK) selected from among the team members. The basic operations of fuzzy logic were made according to the Fuzzy AHP algorithm and the weight of each decision maker for the decision process was calculated. Decision-making results were obtained for the equal effect level of decision-makers to evaluate the effect of decision-making on decision-making. With the Fuzzy TOPSIS method, the prioritized R & D projects of the enterprise were made for both sets of decision-making impact levels. It has been observed that the study strengthens the process of prioritizing R & D projects with a fuzzy multi-criteria decision-making approach.
