TARIFFS ACCORDING TO DOMESTIC SOLID WASTE COLLECTION AND TRANSPORTATION COSTS

Collection and transport of wastes is one of the most important cost items of local administrations because waste management system constitutes more than 70% of cost. At this point, due to the limited financial resources of Local Authorities, collection of waste costs from the waste producers with the principle of "Polluter Pays" has become one of the most important environmental policy instruments on the urban basis and it became necessary to determine the municipal solid waste tariffs and to reflect them to waste generators. As a requirement of this situation, the legislation of "Regulations Regarding the Procedures and Principles to be Observed in the Determination of Wastewater Infrastructure and Domestic Solid Waste Disposal Facilities Schedules" was published in the Official Gazette dated 27.10.2010 and entered into force. While the Regulation emphasizes the need for local authorities to determine the domestic solid waste tariffs within one year from the date of publication, administrators are faced with various contradictions in the understanding and implementation of legislation. In this study, the calculation of waste collection and transportation costs is examined in the sample of Tekirdağ Ilisu Hayrabolu District and it is aimed to be a guide in the determination of waste tariffs.
